About the ENOUGH Initiative

The Engaging Neighborhoods, Organizations, Unions, Governments and Households (ENOUGH) Initiative is Governor Wes Moore's groundbreaking effort to end concentrated, generational child poverty in Maryland. This program began in 2025.

In Allegany County, we're listening to the people who live here—because you know your neighborhood best. Instead of outside agencies telling communities what they need, we're empowering residents to lead the change.

Through our Partnership Development Grant, the Local Management Board is working with the City of Cumberland, Allegany County HRDC, and the Department of Social Services to ensure communities can access the programs and services they need, starting in the South Penn and John Humbird neighborhoods.

Our Mission

The ENOUGH Initiative is built on a simple but powerful idea: the people who live in a community are best positioned to lead its change. We're working to break the cycle of concentrated, generational child poverty by empowering neighborhoods with resources, support, and a voice in decision-making.

Why ENOUGH Matters

For too long, the same neighborhoods have faced the same challenges year after year. ENOUGH recognizes that poverty isn't random—it's the result of policies and systems that need to change. That's why this initiative focuses on four key areas that give every child a fair shot:

Access to quality healthcare, decreasing infant mortality, and improving mental health

Cradle to Career Education

Smooth transitions from early care through K-12 to college and career

Our Work In Allegany County

The Local Management Board of Allegany County has received an ENOUGH Partnership Development Grant, working alongside trusted partners:

  • City of Cumberland

  • Allegany County Human Resources Development Commission (HRDC)

  • Allegany County Department of Social Services

We're starting in the South Penn and John Humbird neighborhoods, building capacity throughout Allegany County by ensuring neighborhoods are heard and connected to the resources they need.

  • Connecting residents with programs and services they need

  • Removing barriers to access

  • Amplifying community voices in decision-making

  • Supporting grassroots solutions that work

Why Community-Led Solutions Work

Traditional poverty programs often fail because they're designed without input from the people they're meant to serve. ENOUGH is different.

We believe:

  • People who live in a community are best positioned to lead its change

  • Real solutions come from lived experience, not outside experts

  • When neighbors work together with support and resources, transformation happens

  • Sustainable change takes intentionality, time, and trust

This isn't about quick fixes. It's about building the foundation for lasting prosperity in Allegany County.

This Partnership Development grant with the City of Cumberland, Allegany County HRDC and Allegany County Department of Social Services ensure communities are able to access programs/services they need and we need your input.
